You have added products with variants in your form. Spinner widget to add custom quantity is not supported for products with variants.

If you add products to be sold by quantity or weight, you can allow the users to enter the preferred quantity. To enable the spinner widget, you can delete the default quantity options 1, 2, 3, 4, 5 for that product.
